Alimony for children as an element of civil responsibility

In this article the author examines the increased roles, way, & measures in which the state, i.e. the Russian Federation protects children of broken families as a result of divorce. The author examines a plethora of materials from studies collected throughout Russia from the latter portion of this decade, particularly from the Russian Longitudinal Monitoring Survey (RMLS) & Rosstat, as well as other information gathered from countries, not only in the CIS, but also from Western nations. The author commences with a discussion re the elements of alimony, as well as an analysis of the statistics collected therein, & poses questions re these forms of protective mechanisms in Russia. The study considers such factors as the benefits of advantaged children by region & parents who avoid paying alimony; the opinions of women on divorce & alimony, including various reasons re the divorce; solutions concerning the issues of alimony; & the scaling of the values re expected alimony by received forms, & familial composition & size. From this standpoint the author examines the basis of regulation, including the government's standards re alimony, before further examining the State Alimony Fund (GAF), including the task, sources, & peculiarities re its function. Then, the author also looks at an example from Latvia, & then provides further examples from Western Europe & the U.S., before discussing factors to improve the accountability in this sphere. M. Diem
