Based on several surveys (January 1994 & November 2002, conducted by the author), RLMS (Russian Monitoring of the State of the Russian Economy and Health of the Population) data, & relevant statistical, legal, & government documents, the ways and means in which Russian professional & managerial class during a period of transition establish their social-economic position, accumulate human capital, & adjust to status changes is explored. Found that both professionals & managers in Russia generally fail to leverage human capital or initiate innovation, which only can hamper the ongoing creation of the Russian middle class.
