This article seeks to identify how the Russian welfare system has helped improve living conditions since 2000 in a context of sustained economic growth. Data on household income from the Russia Longitudinal Monitoring Survey of 2000 and 2004 are used to evaluate the progressiveness of public transfers and their impact on monetary poverty. According to these findings, the Russian system of public transfers did not multiply the positive impact that economic growth has had on the well-being of the poorest households. This limited performance is to be set down mainly to deficient targeting, whereby welfare coverage has not been extended to certain poor households.
